Culture, welfare and politics clash over Sri Lanka’s long-delayed animal welfare law

Sri Lanka's Animal Welfare Bill, stuck in legal limbo for almost two decades, finally reached the cabinet and government gazette in July, timed awkwardly against preparations for the Kandy Esala Perahera procession that relies on chained, caparisoned elephants. Opponents, including veterinarian Ashoka Dangolla, warn the bill's ambiguity could restrict elephants' use in the centuries-old Buddhist ceremony, arguing mahouts' practical experience was ignored in drafting.

Animal welfare advocates like Charuka Wickramasekara of the Animal Welfare Coalition insist there is no blanket chaining ban, only a requirement that restraint follow veterinary recommendation to prevent unnecessary suffering. Activist Panchali Panapitiya goes further, pointing to leg wounds on processional elephants as evidence the practice itself should end.

The bill would replace an animal cruelty ordinance dating to 1907, but still needs readings, committee review and a vote before becoming law. Agriculture Minister K.D. Lalkantha says further consultations are planned before the bill advances, leaving its fate, like the chains it may or may not regulate, unresolved.

Twenty years is a long time to debate whether an elephant should be allowed to move its legs, and the fact that the loudest objections come from people managing the elephants rather than the elephants themselves says something about whose comfort the tradition actually protects. The bill's supporters insist nothing will really change, which is either reassuring or the whole problem, depending on how many more decades of consultation follow.
