China's July test-launch of a nuclear-capable ballistic missile into the Pacific — its first since September 2024 — landed hours after Fiji and Australia signed a defense treaty, and more than a month later Pacific foreign ministers still couldn't agree on a joint statement condemning it. Papua New Guinea's foreign minister called the test "totally inappropriate" while noting China gave advance notice but not a landing location; Beijing's foreign ministry called the launch "safe" and asked that it not be "over-interpreted."

Kiribati and Nauru, both of which switched recognition from Taiwan to Beijing in recent years, reportedly blocked the statement's wording, while New Zealand's foreign minister blamed unnamed "foreign influence" for the impasse. The test capped a year of rising military visibility across the region, including Chinese drills in the Tasman Sea, U.S.-allied exercises near Guam and Hawaii, and Fiji's first-ever participation in U.S.-led RIMPAC war games.

Pacific leaders adopted an "Ocean of Peace" declaration in September 2025 aiming to keep the region free of great-power rivalry, but analysts and officials say bilateral security deals are proliferating regardless, leaving small island states with competing loyalties and diminishing collective leverage.

Declaring an ocean at peace is free; getting Kiribati, Nauru, and everyone else to agree on what peace requires is not, and Beijing knows exactly which lever to pull. The missile landed exactly where it was aimed — not just in the water, but in the crack between Pacific nations' competing patrons. Calling that outcome unintentional would be its own form of over-interpretation.
