SBU foils planned terrorist bombing in Rivne

Ukraine's Security Service said Tuesday it thwarted a planned bombing in central Rivne, arresting a suspect accused of hiding an explosive device in a dumpster near an administrative building on instructions from a Russian intelligence handler. Investigators say the handler intended to detonate the device remotely during peak foot traffic to maximize civilian casualties.

According to the SBU, the suspect, a delivery courier, was recruited through Telegram channels offering quick payouts and used his job as cover to photograph government sites and identify potential blast locations, transmitting the images to his handler. He was detained while leaving the area; bomb specialists defused the device without incident.

Prosecutors have charged the man with attempted commission of a terrorist act; a court ordered him held without bail, and he faces up to 12 years in prison and asset forfeiture.
