India reinstated a gasoline export duty of 1.5 rupees per liter, up from zero, and raised the diesel export duty, in its biweekly adjustment tied to global fuel prices, effective September 1.
The timing lands as Russia suffers its worst fuel crisis in modern history: Ukrainian forces struck Russian refineries at least 21 times in August, a monthly record, forcing Russia to import roughly 460,000 metric tons of fuel through its ports, with about 370,000 tons of gasoline coming from India, Türkiye, and Morocco.
Russian President Vladimir Putin acknowledged at the Eastern Economic Forum that authorities were unprepared for the scale of the refinery strikes. His approval rating has fallen 5 points to 66%, its lowest level since the fall of 2022.

There's a certain rhythm to India cutting a tax on gasoline exports one review, then raising it right back the next, all while some of that gasoline keeps sailing toward Russian ports. Nobody in New Delhi has to say who benefits from the fuel shortage next door; the shipping manifests already said it. A tax dial that moves every two weeks is a handy thing to point to when someone asks whose side you're on.
