The Supreme Court declined to disturb a lower court injunction blocking new Postal Service mail-ballot restrictions, leaving them frozen through Nov. 3. Thomas and Alito dissented; Kavanaugh concurred separately, saying the rule might be lawful in principle but simply came too late for officials to implement before the midterms.
