Top NATO commander says Russian hybrid campaign ‘isn’t working’

NATO Supreme Allied Commander Europe Gen. Alexus Grynkewich told EU lawmakers that Russia's campaign of sabotage against countries backing Ukraine is growing bolder but not achieving its goal of deterrence. He pointed to a drone carrying explosives found at a German airport and a Russian naval vessel firing flares at a Danish helicopter as recent examples.

Grynkewich argued the incidents have backfired, citing Denmark's decision to fast-track Ukraine aid after the flare incident as proof that hybrid attacks strengthen resolve rather than weaken it. He said NATO's information-sharing and coordination mechanisms are improving daily, though he declined to detail specifics.

He urged member states to publicly attribute confirmed attacks and coordinate responses with allies, framing unified retaliation as the best deterrent against further Russian provocations.
