Anniston's workload slightly declined while Red River's trended upward, with parts repair making up the largest share of work at both.

Swapping permanent depot workers for contractors while the workload holds steady isn't a fix, it's a slow-motion staffing shuffle dressed up as efficiency. The tanks still get fixed; who's accountable for the institutional knowledge walking out the door is a separate question nobody's answering.
