Kyrylo Budanov heads to Latvia to strengthen economic and military partnerships

Kyrylo Budanov, Ukraine's presidential chief of staff, met Latvian officials in Riga on September 10 to discuss energy equipment transfers ahead of winter and expanded defense-industry cooperation, according to his own statement. He thanked the Latvian prime minister for continued support, particularly in energy, and both sides discussed countering Russian aggression beyond Ukraine's borders.

Latvia's defense ministry confirmed a separate meeting between Budanov and Defence Minister Raivis Melnis on regional security and military-industrial partnership. Budanov is also set to speak at the Riga Conference on bringing Ukraine's wartime experience into NATO.

The meeting notably took place inside a car museum housing wrecked Soviet leader vehicles, including Brezhnev's crashed Rolls-Royce, which Budanov used to draw a comparison between imperial collapse and mechanical failure.

Diplomacy usually happens over coffee and briefing books, so a chief of staff choosing a museum full of dead men's smashed cars to make his point is at least honest about the mood. The actual news, energy gear before winter and more weapons cooperation, is buried under the better story about Brezhnev's Rolls-Royce. That's probably not an accident; a good metaphor travels further than a spreadsheet of turbine parts ever will.
