The piece is itself already an editorial, so the desk's job is mostly to nod: promising simple fixes is the easy part, and the gap between the trailer and the movie is where both men currently live. A £5m security fund that can't cover standing near a man in a bin costume is, if nothing else, efficient satire that required no columnist at all.
