A Ukrainian drone attack halted crude processing at the Kapotnya oil refinery in Moscow on September 20, the final and main day of voting in Russia's State Duma elections, according to three industry sources cited by Reuters. Both of the plant's primary crude distillation units caught fire, and repairs could take several weeks.

The refinery's fuel has not appeared on the St. Petersburg Exchange since September 21. Moscow Mayor Sergei Sobyanin said more than 1,600 drones were shot down in what was described as Ukraine's largest attack on Moscow since the full-scale invasion began.

The same refinery was hit during a previous large attack in June 2026 and restarted sooner than expected at the time, so the current outage's actual duration remains to be seen.
