Slovakia's foreign minister summoned Russia's ambassador after a Russian strike hit an SBU building near the Slovak Embassy's consular section in Kyiv on Sept. 4. Nobody was in the section at the time, and Foreign Minister Juraj Blanár called on Moscow to avoid endangering civilians while also urging both sides toward a peaceful settlement.
The framing of both sides is doing some quiet work here, since the strike was carried out by Russia as part of its ongoing invasion, not a mutual escalation. Ukraine's Foreign Ministry called the Sept. 4 attack a serious escalation and evidence Moscow isn't interested in diplomacy, while Ukraine's Security Service promised a painful response of its own.

Summoning an ambassador is the diplomatic equivalent of leaving a stiff note on a neighbor's truck after it clips your mailbox again. It registers disapproval without costing anyone anything. Calling for both sides to de-escalate when only one side is dropping the missiles is the kind of evenhandedness that mostly just buys time.
