GAO reviewed the National Register of Historic Places, the federal government's list of over 100,000 protected sites, and found states complaining that National Park Service nomination guidance is outdated and hard for the public to follow. Tribes separately said the evaluation criteria don't fit their kinds of significant sites, and many didn't know locations can be withheld from public disclosure to prevent looting.

GAO made four recommendations, including that NPS actually build a plan to update its guidance rather than just intending to. Interior generally agreed.
