The U.N. has documented more than 1,000 cases of sexual violence in Russia’s war against Ukraine. It attributes 89% to Russia, and most of the victims are men.

A United Nations report published September 18 documented 1,004 cases of conflict-related sexual violence in Ukraine since the start of Russia's full-scale invasion through July 2026, attributing 892 cases, or 89%, to Russian forces including FSB and FSIN personnel. Most victims attributed to Russia, 725 cases, were men, often tortured with electric shocks from field telephones attached to their genitals, a method documented 155 times.

The report also recorded 246 cases of beatings to the genitals and 372 cases of forced stripping during detention, interrogation, or prisoner exchange preparation. Victims ranged in age from an 82-year-old woman to a four-year-old girl, and the UN said Russian authorities showed no apparent effort to investigate or prevent such abuse.

Ukraine was found responsible for 11% of documented cases, involving SBU officers, soldiers and prison staff. The UN cautioned the true number is likely far higher, since its monitors worked only in Ukrainian-controlled territory and some victims declined to have their cases made public.
