Russia's own HSE Development Center consensus forecast projects GDP growth capping at 2% annually through 2032, a steep drop from the 4% wartime boom of 2023-2024, with 2026 growth slowing to just 0.6%.

The IMF is even less generous, projecting sub-1% growth this year and next before flattening at 1%, leaving Russia trailing the global average, advanced economies, and especially peer developing nations, which are expected to grow nearly three times faster.

Domestic investment fell 2.3% last year and 14.3% year-on-year in early 2026, while government-linked researchers warn of poor investment quality and deepening technological isolation. Independent economists call Kremlin growth targets of 3.5% needed to fund the war effort utopian, and one dismissed the import-substitution drive as a shell game of rebranded Chinese hardware.

✒ FROM THE EDITORIAL DESK
A government that needs 3.5% growth to keep affording its war and is instead getting a rounding error has a math problem, not a messaging problem. Calling rebadged Chinese drones a domestic tech triumph doesn't change what's under the hood, and the forecasters, foreign and domestic alike, all seem to have noticed. The war premium is coming out of somewhere, and it isn't the ledger the Kremlin wanted.
