Roughly two years after then-candidate Trump said he had ‘concepts’ of a healthcare plan, the administration's January 2026 rollout, dubbed the Great Healthcare Plan, remains light on specifics. The framework addresses drug costs, premiums and insurer transparency but offers little detail on funding, implementation, or the congressional approval it would need.
Analysts at the time, including CBS News and the Kaiser Family Foundation, called the plan sparse and vague respectively. Trump has recently revived the pitch as healthcare affordability concerns mount ahead of midterms, telling a GOP convention crowd the plan would stop payments to insurers and give money directly to people, even as ACA premiums have surged and Medicaid cuts under his own prior legislation threaten coverage for millions.

Two years is a long time to still be working from concepts, especially when the concepts haven't grown so much as a funding footnote in all that time. Handing people money instead of insurance sounds simple until you ask where the money comes from and what it buys, and nobody in this framework seems eager to answer that part. A plan that can't say how it passes or how it's paid for isn't a plan, it's a bumper sticker with a press conference attached.
