U.S. envoy Houston meets Budanov, backs Ukraine’s sovereign, prosperous future

Paul Houston, the newly arrived U.S. chargé d'affaires in Ukraine, met with presidential chief of staff Kyrylo Budanov and said afterward that Washington remains confident in Ukraine's future as a sovereign, prosperous nation and committed to deepening economic and security ties. Houston began his post on Aug. 23 and opened his tenure by attending Ukraine's independence prayer breakfast.

The meeting continues a pattern of turnover at the top U.S. diplomatic post in Kyiv: Ambassador Bridget Brink resigned in April 2025 amid personal and political friction including USAID cuts, and no ambassador has been named since. Her successor as chargé, Julie Davis, left in disagreement with the Trump administration and was replaced by Sandra Oudkirk in July 2026, with Houston now the latest to hold the title.

Three chargés and no ambassador in a war zone tells its own story about how much this posting matters to Washington these days. Warm words about sovereignty and prosperity are easy to hand out at a meeting; a permanent ambassador is a commitment, and commitments seem to be in short supply. A country can only be told it has a bright future so many times by a rotating cast of temporary envoys before it starts wondering who is actually staying.
