Putin claims Ukraine is blocking negotiations despite Kyiv preparing new round

Russian President Vladimir Putin told a meeting of Russia's Military-Industrial Commission on Sept. 18 that Ukraine is not genuinely interested in negotiations and is acting to prevent an end to the war, Interfax reported. He also claimed Moscow cannot be intimidated, without specifying by whom.

The remarks came as Kyiv prepares for a possible new round of trilateral Ukraine-U.S.-Russia talks in October, following visits by U.S. envoys Steve Witkoff and Jared Kushner to Moscow and Kyiv earlier this month that produced no announced breakthrough. Zelenskyy said the envoys presented several ideas for moving talks forward, with Türkiye, the UAE and Switzerland floated as possible venues.

Ukraine has repeatedly said it is prepared to pursue diplomatic steps including leadership-level talks and ceasefire arrangements. Separate discussions have focused on a possible energy infrastructure ceasefire, which Zelenskyy said Ukraine would support if Washington could confirm Russia intended to honor it.

Accusing the other fellow of blocking the door while you're the one holding it shut is an old trick, the kind a landlord pulls when he wants out of a lease he signed. Putin gets to sound reasonable on state television and Kyiv still shows up to the table in October anyway. The gap between what a man says at a podium and what his own army is doing that week is usually where the real story lives.
