A GAO report finds an average 1.4 million veterans faced food insecurity annually from 2015-2020, and that food-insecure veterans are less likely than nonveterans to enroll in SNAP, often due to misconceptions about the program.
Most states with SNAP outreach plans, 39 of 47, target veterans specifically, but USDA hasn't produced veteran-tailored outreach materials in five years despite recent program changes, leaving stakeholders without updated talking points to counter myths.
A 2023 interagency agreement between USDA and the VA to address veteran food insecurity has effectively stalled since April 2025 after USDA lost key staff, and neither agency has formally reviewed whether the agreement is still functioning.

Two agencies signed a piece of paper agreeing to help hungry veterans, then let it sit in a drawer once the staff who understood it moved on. Nobody even bothered to check whether the agreement was still breathing, they just assumed it was fine, the way you assume the roof is fine until the ceiling tells you otherwise. A veteran who skips a benefit out of a misconception the government never bothered correcting isn't a mystery, it's a chore nobody did.
