The National Hurricane Center issued a tropical storm warning for the Gulf Coast from Galveston-Houston to western Louisiana, with a potential cyclone expected to strengthen and make landfall in Texas Tuesday, bringing 3-9 inches of rain and risk of flash flooding. Remnants of Hurricane Dolly separately brought rain to Haiti, the Dominican Republic, Turks & Caicos and the Bahamas.

In the Pacific, Tropical Storm Lowell was tracking toward Hawaii and could reach hurricane strength by Tuesday, while Hurricane Karina intensified into a Category 4 storm far from land, with no coastal warnings currently in effect though swells may reach Mexico and Southern California.
