Facing grim midterm prospects, President Trump told a Republican convention crowd Wednesday that if the GOP holds Congress in November, every adult citizen will receive a $5,000 'Trump dividend.' He does not have unilateral authority to issue such payments, and Congress, which alone can appropriate the money, has shown no sign of approving it.

The Committee for a Responsible Federal Budget put the cost at $1.2 trillion. This is not the first such promise: Trump floated a $2,000 tariff-funded dividend last November that never materialized, and Republicans in Congress panned the idea at the time.

Trump acknowledged his party's historically bad midterm odds, worsened by inflation and gas prices tied to his tariffs and the Iran war, during a nearly two-hour speech. White House spokesperson Davis Ingle insisted Trump would deliver, contrasting him with Democrats' record without addressing how the payments would be funded or authorized.

A man down the road once promised to pave the whole street if we'd just vote him onto the county board. The street's still gravel. When somebody offers you $2,000 and doesn't pay, then comes back offering $5,000, the smart money says the price of nothing is going up. Congress holds the checkbook, and Congress already laughed at the cheaper version.
