California's air board asked a federal judge Thursday to toss the Trump administration's lawsuit over the state's zero-emission vehicle and greenhouse gas standards, arguing the rules have already expired or peaked and caused no ongoing federal injury. The administration, which sued in March under then-Attorney General Pam Bondi's claim the mandates raised consumer costs and violated federal law, insists that any state law conflicting with federal policy is injury enough on its own.
Judge Daniel Calabretta pushed back on the state's argument, noting manufacturers had to spend money buying credits under the rules and suggesting that alone might establish federal standing. He indicated the greenhouse gas claim would proceed regardless, while leaving the zero-emission vehicle question unresolved and issuing no formal ruling.

California's lawyer argued the federal government can't claim a wound nobody can point to, and the judge basically said sure, but the wound doesn't have to be his to reopen the file. Fourteen years these standards sat on the books without a lawsuit, then the timing lines up awfully well with a change of administration.
