Ali Abdel Hamid Shaath, a veteran Palestinian Authority civil engineer, now heads the U.S.-appointed National Committee for the Administration of Gaza under Trump's 20-point peace plan. He has proposed pushing Gaza's war rubble into the Mediterranean to create new land, a project he claims would take three years, and has already met with European Union donors.

Shaath is acceptable to both Israel, which vetted him, and Hamas, which has said it is ready to hand over control to the technocrat. Critics warn the NCAG could permanently fragment Palestinian governance between Gaza and the West Bank, with no set end date for its mandate and, more than seven months after his appointment, Shaath still facing basic operational hurdles just to begin work.

A plan to solve Gaza's rubble problem by dumping it into the sea is the kind of engineering confidence that skips past who owns the resulting land and who decides its politics. Seven months in with no timetable and no bulldozers yet moving is not the momentum a '20-point plan' advertises.
