Three leaders sign a piece of paper saying they'd like to break up the country, which is a bit like three siblings signing a pledge to move out of the family house before any of them has found an apartment. Memorandums of understanding are cheap to produce and cost nothing to walk back from, which may be exactly why everyone likes them. The real test comes when somebody has to actually hold the vote, not just the pen.
