Pro-independence first ministers from Scotland, Wales and Northern Ireland are set to sign a memorandum of understanding at a summit in Cardiff, according to reporting on the plans, formalizing their shared push for independence referendums.

Three leaders sign a piece of paper saying they'd like to break up the country, which is a bit like three siblings signing a pledge to move out of the family house before any of them has found an apartment. Memorandums of understanding are cheap to produce and cost nothing to walk back from, which may be exactly why everyone likes them. The real test comes when somebody has to actually hold the vote, not just the pen.
