A companion proclamation goes further than the alcohol one: it excludes certain Canadian motor vehicle products from importation into the United States entirely, rather than just taxing them extra. The stated reason is that Canada maintained its 'discriminatory motor vehicle tariff scheme' even after duties took effect in August, following the same suspend-then-reinstate cycle described in the alcohol proclamation.

Once again, unnamed senior executive branch officials supplied the opinions that became the President's findings of fact, a chain of custody that starts and ends inside the same building.

The document leans hard on Section 338, a provision that lets a president ban foreign goods outright if he decides a country hasn't behaved, with the President serving as the sole judge of both the behavior and the verdict.

When the same office writes the complaint, hears the case, and hands down the sentence, you shouldn't be surprised it never loses. Banning a neighbor's trucks outright because his tariffs hurt your feelings is a fine way to end up with fewer trucks and the same hurt feelings.
