When Congress passes a budget and the White House tears up the part it doesn't like, you'd call that a veto if it happened at a school board meeting, and somebody would stand up and object. Here both parties already have, and $810 million still went out the window. A check that's been signed isn't supposed to come with a note saying the other fellow gets to decide later whether it clears.
