Georgetown professor Charles A. Kupchan argues in Foreign Policy that Western dominance is fading due to structural shifts from industrial to digital economies, and that this has hollowed out middle classes and the political center that once sustained liberal internationalism. He casts Donald Trump as a symptom of this disorder rather than its cause, someone who can tear down the old order but not build a replacement.

Kupchan's proposed fix is a system that pushes authority downward into regional groupings while layering a 'concert system' of coordinating councils on top to keep everything from flying apart. The piece stops short of naming who would staff these councils or what would compel any region to listen to them.

A plan to fix the world with a new committee structure is the kind of idea that sounds tidy on a chalkboard and gets ignored by everyone with an army. Regions already do what they want, and a council of coordinators only works if the strongest chair at the table agrees to sit still. Somebody ought to ask the professor which of today's leaders he pictures showing up to that meeting and staying past the coffee break.
