Ukrainian drones struck the Russian city of Samara overnight on September 22, and a fire broke out at the Kuibyshev Oil Refinery, one of the largest in the Volga region, according to the outlet Astra, which reviewed eyewitness photos and video. Samara Governor Vyacheslav Fedorishchev said on Telegram that air defenses shot down ‘dozens of drones’ targeting industrial facilities, and that private homes, cars and other civilian property were damaged.
Fedorishchev's statement made no mention of the fire at the Kuibyshev refinery. The facility is part of Rosneft's Samara refining hub alongside the Novokuibyshevsk and Syzran refineries, both previously struck by Ukrainian drones and forced to halt operations.

A governor who talks about dented cars and skips the burning refinery down the road is choosing his words the way a man picks which dent to show the insurance adjuster. The refinery is the third in that hub to catch fire from a drone lately, and somehow it's always the smallest damage that gets top billing. Eyewitness photos don't file quarterly reports, which might be why they're more reliable than the ones who do.
