Colorado River water conservation efforts get only halfway to a solution

Lake Mead and Lake Powell hit their lowest levels on record in August 2026, as seven basin states and the federal government remain unable to agree on cuts. Existing commitments, including a federal outline from July 2026, would achieve only about half of the 3-4 million acre-feet in annual reductions needed to stabilize the system.

Lower Basin states have proposed record cuts but insist Upper Basin states share the burden; Upper Basin states counter that they're already under-using their allocation. Meanwhile roughly 1.5 million acre-feet evaporate from the reservoirs annually, a fixed loss no negotiation can talk away, and Arizona and Nevada have already signaled they may sue over the federal plan.
