The European Commission has declined Ukraine's request to speed up 2026 disbursements from its €90 billion support loan, telling Kyiv via letter that further funding depends on completing previously agreed reforms, the Financial Times reported.
Ukraine had sought to front-load money to cover roughly $27 billion in additional defense needs identified this summer. Brussels wants changes first, including scrapping a VAT exemption for low-value parcels, new digital platform taxes, and stronger monitoring of politically exposed persons.
The Commission says €33.7 billion remains available for Ukraine through the rest of 2026 and insists there is no financing gap, while also announcing a fresh €2.9 billion disbursement. Ukraine has so far completed five of twelve required conditions for the loan's second tranche.

Nobody is saying the money stops, just that it moves at the speed of paperwork while the explosions keep a different schedule. Brussels gets to look prudent and generous in the same letter, which is a neat trick if you can manage it. Kyiv just has to hope the reform checklist and the war's calendar eventually agree to meet somewhere in the middle.
