Firearms Trafficking to Mexico: Better Data and Performance Monitoring Would Help Agencies Direct Resources to Counter Cartels

A GAO report finds that transnational criminal organizations in Mexico obtain semi-automatic rifles from the U.S. through straw purchasers and smugglers, then convert them to fully automatic weapons. ATF traced 82,785 U.S.-sourced firearms recovered in Mexico from 2020 to 2024 — 68 percent of those examined — while CBP seized just 4,944 firearms headed south at ports of entry over roughly the same period.

DHS, ATF, and the State Department spent about $126 million from fiscal 2020 through 2025 on interdiction and investigative assistance, but GAO found none of the agencies have set goals, baselines, or performance measures to know whether any of it works. ATF actually discontinued the measures it had established in 2023. CBP's own data system also can't reliably identify the specific semi-automatic rifles cartels are seeking.

Spending $126 million and not bothering to check if it worked is not an oversight, it is a choice, the kind a person makes when they'd rather not know the answer. Three agencies agreed to fix their bookkeeping and one, DHS, just disagreed with GAO's advice altogether, which tells you plenty about how seriously the recordkeeping problem is being taken. A gun runner does not need a loophole in the law when the agencies chasing him can't even agree to count straight.
