The Government Accountability Office reports that the Department of Defense faces an estimated $285 billion maintenance backlog in fiscal year 2025 because it does not request full funding for facility upkeep. DOD set an internal goal of funding 90% of maintenance needs but has consistently funded only about 80%, and has not fully assessed what that shortfall means for missions or troops' quality of life — including barracks GAO describes as chronically neglected.

The department also cannot say how short-staffed its maintenance workforce is, hampered by remote postings, private-sector competition, and a hiring freeze following recent workforce reductions. Maintenance standards vary across the services, and the work-order data systems meant to track repairs are, per GAO, generally unreliable for judging how well maintenance is actually performed.

GAO issued 13 recommendations. DOD agreed with seven, partially agreed with five, and rejected one outright — a scorecard that itself illustrates the report's point about follow-through.

An agency that owns over 736,000 buildings worth $2.6 trillion cannot reliably say which ones have mold, and has known this since at least 2003, when real property management first landed on GAO's High-Risk List. Funding 80% of a goal you set for yourself is not an emergency shortfall; it is a budget line item that has been quietly normalized for years. The recommendations will presumably join the backlog.
