Ukrainian drones struck Perm Krai on September 11, hitting industrial facilities according to Governor Dmitry Makhonin, who declined to specify which enterprises were affected.
Independent Telegram channel Astra identified the target as the Azot plant in Berezniki, a nitrogen fertilizer and explosives-precursor facility employing about 2,500 people; plant workers said explosions halted production.
Berezniki residents reported a chemical smell afterward, and local schools canceled classes while clinics suspended appointments. This was not the plant's first strike; drones hit it in October 2025 as well.
