Pennsylvania Attorney General Dave Sunday filed a civil suit against TikTok in August 2026, alleging the company lied about how much mature content its guardrails actually block and deliberately built features like infinite scroll and push notifications to trigger compulsive, dopamine-driven use in young people. TikTok denies the claims, telling the Pennsylvania Capital-Star the suit relies on 'misleading and inaccurate claims' and ignores safety measures it says it has voluntarily adopted.

A public policy professor writing on the case says he won't predict the legal outcome but argues the lawsuit's binary framing, addictive or not, harmful to kids but fine for adults, oversimplifies a real continuum, comparing TikTok's design tactics to cigarette makers' chemical tweaks for nicotine absorption. He notes Pittsburgh Public Schools brought a similar case years earlier, which was consolidated with other districts' suits and ended in a settlement this spring, just months before Pennsylvania's own filing.

Everybody in this fight has an angle, the state wants a scalp and the company wants you to believe its guardrails work like a screen door that actually latches. The professor's got a point that nothing's as simple as good app versus bad app. But it's worth noticing the guardrails only got mentioned once a lawyer showed up asking questions.
