It takes real nerve for a wildlife ministry's own secretary general to run a trafficking pyramid and only lose his job once someone else did the investigating. The uncomfortable lesson here isn't about rangers or fences — it's that the people meant to police the crime are sometimes the org chart's top earners in it.
