Spain's government declassified around 40 intelligence documents related to July's migrant surge into Ceuta, after more than 70,000 people crossed from Morocco in two days. A leaked police report had already flagged ‘total permissiveness’ by Moroccan security forces, and Spain's top criminal court opened an investigation citing ‘undeniable facilitation’ from Rabat.

The leftist government maintains it received no advance warning of the scale of the crossing and insists no solid proof shows Morocco planned it, even as opposition parties accuse officials of ignoring warnings to preserve ties with Rabat. A government spokeswoman touted the release as a commitment to transparency but declined to preview any of the documents' contents.

Most migrants have since returned to Morocco, but thousands remain in Ceuta under difficult conditions. Officials say 3,400 reception spots have been set up, with a goal of 6,000 in the coming days, while unaccompanied children await special protections that prevent summary deportation.

Calling a document dump a step toward transparency while refusing to say a word about what's in the documents is a neat trick, and Madrid pulled it off with a straight face. You don't get credit for opening the filing cabinet if you won't tell anyone which drawer to look in. The people sleeping outdoors in Ceuta for weeks now aren't waiting on transparency, they're waiting on a decision.
