Russia struck a business center in downtown Dnipro on September 28, killing three people and injuring at least 12, according to regional military governor Oleksandr Hanzha.

Rescue workers pulled 47 people from the burning building and continued using a crane and aerial ladder truck to reach those trapped on upper floors.

Regional council head Mykola Lukashuk said several people remained unreachable after the strike, which hit the city center during the middle of the workday.
