Two major Russian oil refineries halt operations after Ukrainian strikes – General Staff

Ukraine's General Staff said two major Russian oil facilities, the Lukoil-Nizhegorodnefteorgsintez refinery in Kstovo and the Novatek-Ust-Luga complex in Leningrad Oblast, halted operations following strikes on August 26 and September 1 respectively. The Ust-Luga attack reportedly damaged pipelines, a gas processing unit, and hydrocracking columns, and sparked a fire and oil spill in a tank farm.

The General Staff described both facilities as supporting Russian military operations. Reuters had already reported on August 26 that all of Lukoil's major refineries in Russia were out of operation, following earlier strikes on facilities in Perm and Volgograd.
