Maricopa County Attorney Rachel Mitchell said her office's monthslong investigation into 60 voters flagged as possible noncitizens found 52 were in fact citizens, and eight were not, mostly through errors made while renewing driver's licenses.
The referrals originated with County Recorder Justin Heap, who forwarded 207 names using the federal SAVE database, a tool with a documented history of false positives that was recently expanded from benefits screening to voter verification.
Mitchell called the pattern a systemic flaw in how driver's license and voter registration data overlap, and said her office is still reviewing the remaining 147 referred names alongside the state attorney general's office.

Two hundred and seven names got handed to prosecutors with a lot of noise about noncitizens on the rolls, and the count so far is eight, most of them roped in by a paperwork mixup at the license counter. That is not nothing, but it is a long way from the scandal the referral implied. The tool doing the flagging has a habit of crying wolf, and somebody keeps sending the dogs out anyway.
