President Trump repeated his pledge of a $5,000 “dividend” payment to Americans if Republicans win the midterms, this time at a rally in North Carolina, but the Republican candidates who spoke alongside him did not mention it. Reporting finds little evidence GOP candidates in competitive races have built the promise into their campaigns or ad spending, even as the RNC says it encourages candidates to run on it.

The idea revives an earlier, unfulfilled Trump promise of $2,000-plus payments funded by DOGE savings and tariff revenue that never materialized. Trump has said he does not believe congressional approval is needed for a plan that could cost over a trillion dollars, while House Speaker Mike Johnson has indicated Congress would in fact need to act.

A Republican strategist called the plan a dumb idea with no way to pay for it that would spike inflation, while Democrats labeled it a recycled broken promise. Most GOP campaign advertising instead focuses on tax provisions in other legislation, local issues, or attacks on opponents.
