French President Emmanuel Macron said he and President Trump are working on an initiative for a mutual moratorium on strikes against energy and civilian infrastructure in the Russia-Ukraine war, announcing the idea after meeting Trump in New York. Macron wrote that ‘civilians must be protected’ and called for serious peace negotiations to begin soon. The two leaders also discussed stabilizing global energy markets and protecting Middle East infrastructure.

Ukrainian President Volodymyr Zelensky said Kyiv is willing to stop striking Russian oil refineries if Moscow halts attacks on Ukraine's energy sector and food exports, calling such a trade a possible path to de-escalation. The Kremlin's spokesman previously called an energy ceasefire idea ‘very good’ but tied it to tanker safety and sanctions relief.

The announcement follows reports that Macron sought a candid conversation with Trump aimed at nudging his approach to Ukraine policy, and Macron was also scheduled to meet Zelensky while in New York.

Everybody in this story says they're for protecting civilians, right up until the fine print about tankers and sanctions shows up. A moratorium floated in a social post from one leader, echoed by another leader's aide, and hedged by a third capital's spokesman isn't a ceasefire, it's three people agreeing to keep talking about one. The refineries and apartment blocks will keep score better than the diplomats.
