Bloomberg's investigation describes Russia escalating hybrid attacks on Europe beyond election interference and migrant weaponization into sabotage, arson, cyberattacks and airspace violations, with European officials warning civilian casualties are a matter of time. A NATO official told Bloomberg the recent focus has been defense-industrial and logistics targets tied to Ukraine support, executed through hired intermediaries to preserve deniability.

Intelligence sources cited by Bloomberg frame the campaign as a response to Ukrainian strikes damaging Russia's fuel, energy and logistics sectors, with a Kremlin-adjacent source bluntly stating the goal is to make life hell for Europe. Germany's interior minister called his country a daily target of hybrid warfare, yet Germany responded by announcing more missile supplies and drone production for Ukraine rather than backing off support.

Meanwhile Russia's own conventional strikes continue: overnight attacks on September 17 damaged buildings in Kyiv and Odesa, injuring 20 people in the capital and six in Odesa, including two children.

A strategy that says its whole point is to make people miserable, and then produces the opposite of retreat, is not much of a strategy. Germany got threatened and answered by shipping more missiles, which is the sort of response you get when you lean on somebody's fence and it turns out to be sturdier than you thought. The people paying the real price are still the ones in Kyiv and Odesa counting damaged buildings.
