Indian-administered Kashmir assembly backs return to statehood

The regional assembly in Indian-administered Kashmir passed a nonbinding resolution Monday calling on New Delhi to restore full statehood, which the territory lost in 2019 when Modi's government revoked its autonomy. Members of Modi's Bharatiya Janata Party walked out before the vote and denounced the resolution as 'unconstitutional' and 'anti-national.'

Chief Minister Omar Abdullah, who introduced the measure, called statehood the territory's 'right,' and the resolution cites two earlier nonbinding autonomy resolutions from 2000 and 2024. Kashmir elected its first government since direct rule in 2024 under Abdullah's National Conference party, though a New Delhi-appointed administrator still holds substantial authority.

The vote is the latest chapter in a decades-long dispute over the Himalayan territory, which India and Pakistan have both claimed and fought over repeatedly since 1947, most recently in 2025. About 500,000 Indian troops remain deployed in the region.

New Delhi has been promising statehood 'at an appropriate time' for years now, which is the kind of phrase a landlord uses right before he tells you the roof repair is still pending. Three nonbinding resolutions in a row is less a debate than a ritual, performed for an audience that has already decided the answer doesn't need to change. The assembly gets to vote, the administrator still gets to run things, and everybody goes home knowing exactly how much that vote was worth.
