An administration official grading his own homework and calling the results 'mind-numbing' is not the gotcha he seems to think it is. Naming cities as 'ugly sisters' in an official government document is the kind of rhetorical flourish that suggests the report was written to generate headlines as much as policy. Somewhere in Pune, a compressor factory is presumably thrilled to be internationally famous for the wrong reasons.
