Commander-in-Chief Mykhailo Drapatyi has submitted Ukraine's first comprehensive 'war plan' to the National Security and Defense Council, according to Ukrainska Pravda, a classified document under review for several weeks. One unnamed senior officer said battlefield commanders want 'a grand strategy spanning roughly 30 years' so they understand the long-term direction of the fight.
The plan reportedly reexamines basic doctrine, including whether troops on the front line should continue serving mainly as observers with little ability to engage the enemy directly. Frontline commanders have complained about the absence of a long-term strategic vision, the report said, arguing sustained advances are impossible without a clear end goal.
Drapatyi, who replaced Oleksandr Syrskyi in July 2026, has already rescinded more than 30 outdated General Staff orders and ordered a review of officer personnel to prioritize combat experience.

A thirty-year plan is a fine thing to have in a drawer, but a war tends to move faster than any document can keep up with. It says something that commanders are only now getting a written answer to 'where are we heading,' as if the question had been floating around unanswered for years. Paper plans are easy; the fighting part still has to show up and agree to cooperate.
