Republican strategist Doug Heye told CNN's Kaitlan Collins that GOP midterm prospects look bleak, citing both historical midterm patterns and the president's polling numbers. He said Trump's political action committee, MAGA Inc., holds a reported $400 million war chest that Trump has claimed he'll spend on the midterms, but the money has yet to flow to candidates.

Heye offered what the piece calls an 'Apprentice' theory: that Trump prefers spending on himself and wants Republicans to earn support rather than receive it freely. He also flagged Trump's messaging as a second problem, saying the president tells voters 'we've never been hotter or richer' while voters don't feel that way.

A war chest that just sits there while your own party's candidates sweat out their odds is a strange kind of generosity, or maybe not generosity at all. Telling voters they've never been richer while they're checking grocery prices is the sort of pitch that only works on the person making it. If the money never leaves the account, the chest was never really for the war.
