



Ukraine's Deputy Prime Minister for European integration, Vsevolod Chentsov, told Suspilne that Kyiv has met the conditions to open all remaining negotiating clusters in its EU accession talks, with the second and third expected to open in October and the rest by the end of 2026. He said the European Commission has confirmed Ukraine's readiness to proceed.
So far only two of six clusters have formally opened: Fundamentals in June and External Relations in July. A bill on minority and Indigenous educational rights has been submitted to the Verkhovna Rada to help satisfy a benchmark under the first cluster.
Chentsov acknowledged that technical readiness alone does not open clusters; that requires unanimous support from EU member states. Hungary has already blocked progress on the second and third clusters over its own concerns about minority rights.
