The Kremlin rejected a three-stage ceasefire plan from India covering Black Sea shipping, energy infrastructure, and port strikes, with spokesperson Dmitry Peskov calling a diplomatic settlement unlikely for now. Peskov said Moscow wants a comprehensive solution rather than a fragmented one, a line he has used against proposals from Egypt, Turkey and the United States as well.
Ukraine's Foreign Ministry says it is ready to accept India's plan and described it as realistic and mutually beneficial, but noted Russia also has to agree. Ukraine has now received four separate ceasefire proposals this fall, from the US, India, Turkey and Egypt, and Russia has rejected all of them according to Ukrainian officials.
Indian Foreign Minister Subrahmanyam Jaishankar visited Kyiv last month, the first such visit in the two countries' history, as India has positioned itself as a broker alongside the other three. The pattern so far is that comprehensiveness is the one thing everyone agrees should happen eventually, just never now.
