EU to give Ukraine and three other countries step-by-step accession plans with clear dates

The European Union is preparing step-by-step accession road maps with indicative timelines for Ukraine, Moldova, Montenegro and Albania, according to Politico, citing two senior officials. A European Commission spokesperson said the plans will list clear priorities, timelines and deliverables for the most advanced candidates, with a policy review due to officials on October 6.

Kosovo, North Macedonia, Bosnia and Herzegovina, Georgia, Turkey and Serbia will not get road maps, their applications frozen over democratic backsliding concerns. Meanwhile Hungary has twice refused to approve screening results needed to open further negotiating clusters for Ukraine and Moldova, most recently on July 22, a reminder that unanimous member-state approval remains the real bottleneck regardless of what Brussels drafts.

A road map is a nice thing to hand somebody, right up until you remember every member state still holds a veto pen and at least one of them has shown he likes to use it. Ukraine can get all the dated paperwork in the world and still be stuck at the same intersection if Budapest won't move its truck. Call it progress if you want, just don't call it a done deal.
