An expert telling Washington it needs more permanent diplomatic muscle is a bit like telling a driver he ought to have kept up the truck before the transmission fell out on the highway. The advice is sound and about a decade late, which describes most Russia policy commentary of the last several years. Sending envoys in for a weekend and hoping for a breakthrough is not a strategy, it is a photo opportunity with better catering.
