‘Virtually unlimited’ is not a quantity, it is a mood, and ‘far more than we could ever use’ is the sort of thing one says about a garage, not an arsenal. The same paragraph insists the war is going great, that another war is highly unlikely, and that every contingency is prepared for — a posture of total readiness for an event that will definitely never happen. Then comes the accounting flourish: hundreds of billions given away, which Europe would have paid had anyone thought to ask, and which will now be requested somewhat belatedly. Invoices work best before the goods have been fired.
